Navigate to Administration > Blacklist System, click New, for Type select Countries in the dropdown, choose the country, and Save.
How to Block a Country or State
Click Go to E-commerce.
Go to Administration > Blacklist System.
Click the New button to create a new blacklist entry.
Choose Countries from the Type dropdown menu.
Note: The Countries type supports both full countries and individual US states. Both options appear in the same selection list.
Select the specific country or state you want to block.
Click Save to add the geographic restriction to the blacklist.
