Navigate to Administration > Blacklist System, click New, for Type select Countries in the dropdown, choose the country, and Save.
How to Block a Country or State
Go to Administration > Blacklist System.
Click the New button to create a new blacklist entry.
Choose Countries from the Type dropdown menu.
Note: Select the country first. If the country has states, a State dropdown appears so you can block a single state instead of the whole country.
Select the specific country or state you want to block.
Click Save to add the geographic restriction to the blacklist.
